Thomas Dugan Obituary

Thomas R. Dugan, age 78, passed away on January 3, 2021 at North Okaloosa Medical Center in Crestview, FL with his family at his side. Born on July 11,1942 in Indianapolis, Indiana to Richard K Dugan and Ruth H (Suddeth). He graduated from Thomas Carr Howe High School in 1960 and immediately joined the United States Air Force. As an enlisted airman he progressed to the rank of TSgt and served at Richardbacker AFB, Goose Bay Labrador, Canada, Eglin AAF3(now Duke), United Nations Command, Seoul, Korea and Keesler AFB, MS. In 1973, he was commissioned as 2 LT through the Bootstrap Commissioning Program having attained his bachelor’s degree in business at William Carey College Hattiesburg, MS. As an officer, he was assigned to Scott AFB, as a General’s aide at Lajes Field, Azores, Portugal and retired at Eglin AFB in 1984. He completed his Masters Degree in Public Administration at Webster University St. Lois, MO.

Tom has been a minister for Churches of Christ since 1963 and after retirement conducted full time work for the Union Hill Church of Christ, Escambia Farms, AL. In 2004, he had the opportunity to become involved in Prison Ministry to State Facilities in Northwest FL. He continued this work until 2020 prior to his death with Off the Chain Ministry. In 1989 he was employed by HRS as an Elderly Abuse Investigator for the Okaloosa/ Walton County area retiring in 1997.

During his first assignment at Eglin, he met and married Katy Elizabeth Owen daughter of Walter (Buck) Owen and Ellen Lorene (King). They were happily married 52 years prior to Katy’s death in 2019. They had three children, Ruth Ellen Dugan of Niceville, Rebecca Elaine (Dugan) Sweet and husband Bradley (Brad) Sweet of Crestview, FL who was assisting in his care for 5 years, and Daniel Allen Dugan of Pensacola, FL; three grandchildren, Elizabeth (Badger) Murphy and husband Aron of DeFuniak Springs, FL, Shelby Martin of Pensacola, Fl, and Thomas James (TJ) Sweet of Crestview; and two great grandchildren, Noah and Kinzley Badger. Tom was a member of the Airport Road Church of Christ and loved the Lord Jesus with all of his heart.

A time of visitation will be held on Friday, January 8, 2021 at Whitehurst-Powell Funeral Home from 6:00 p.m. till 7:00 p.m. The graveside service will be on Saturday, January 9, 2021 at 8:00 a.m. at Owen Family Cemetery. He requests in lieu of flowers, donations be made to Off the Chain Ministry, PO Box 588, Middleburg, FL 32050.

The family requests that masks be worn to the visitation and graveside services.
